The Secretary of the Interior may do whatever is necessary to carry out this subchapter. This includes making rules and regulations needed to put its provisions into full effect.
The Secretary* of the Interior is authorized to perform any and all acts, and to make whatever rules and regulations are necessary and proper, to carry the provisions of this subchapter into full force and effect.
The Secretary* is authorized to perform any and all acts and to make such rules and regulations as may be necessary and proper for the purpose of carrying the provisions of this subchapter into full force and effect.
