46 U.S.C. § 12120 — Liquified gas tankers

The Secretary can let certain older gas tankers carry liquified natural gas or petroleum gas to Puerto Rico from other US ports. This applies to foreign-built vessels built before October 19, 1996. It also applies to vessels documented before that date, even after a stint under foreign registry.
The Secretary may give a coastwise endorsement to a vessel* carrying liquified natural gas or liquified petroleum gas to Puerto Rico from other US ports, despite any agreement with the US government that would otherwise apply. The vessel qualifies if it is foreign-built and was built before October 19, 1996. It also qualifies if it was documented under this chapter before that date, even if it was later placed under foreign registry* and then redocumented under this chapter to operate under this section.
Notwithstanding any agreement with the United States Government, the Secretary may issue a certificate of documentation with a coastwise endorsement for a vessel* to transport liquified natural gas or liquified petroleum gas to Puerto Rico from other ports in the United States, if the vessel—
is a foreign built vessel that was built before October 19, 1996; or
was documented under this chapter before that date, even if the vessel is placed under a foreign registry* and subsequently redocumented under this chapter for operation under this section.
