The Secretary may record and certify information about US-built vessels. The Secretary only needs to do this for information considered to be in the public interest.
The Secretary may set up a system to record and certify information about vessels built in the United States. The Secretary only has to do this for information the Secretary considers to be in the public interest.
The Secretary may provide for recording and certifying information about vessels built in the United States that the Secretary considers to be in the public interest.
