When the Secretary issues boat numbers, the Secretary can exempt certain boats from the numbering rule. When a state issues numbers, it can grant the same exemptions, or others the Secretary allows.
(a) When the Secretary is the one issuing numbers under this chapter, the Secretary can exempt a vessel* or class of vessels from the numbering rule, under whatever conditions the Secretary sets.
(b) When a state* is the issuing authority instead, it can exempt from numbering any vessel or class the Secretary already exempted under (a), or any other vessel the Secretary permits it to exempt.
When the Secretary is the authority issuing a number under this chapter, the Secretary may exempt a vessel* or class of vessels from the numbering requirements of this chapter under conditions the Secretary may prescribe.
When a State* is the issuing authority, it may exempt from the numbering requirements of this chapter a vessel or class of vessels exempted under subsection (a) of this section or otherwise as permitted by the Secretary.
