46 U.S.C. § 15106 — National Offshore Safety Advisory Committee

(a) Establishment: The law creates a National Offshore Safety Advisory Committee, called "the Committee" in this section. (b) Function: The Committee advises the Secretary on activities directly tied to exploring offshore mineral and energy resources, as far as those activities fall under Coast Guard jurisdiction. (c) Membership: (1) In general: The Committee has 15 members, appointed by the Secretary under this section and section 15109. (2) Expertise: Each member must have real expertise, knowledge, and experience related to the Committee's work. (3) Representation: (A) 2 members represent petroleum producers. (B) 2 members represent offshore drilling entities. (C) 2 members represent entities that support offshore operations using supply vessels or other vessels. (D) 1 member represents entities that build offshore facilities. (E) 1 member represents entities that provide diving services to the offshore industry. (F) 1 member represents entities that provide safety and training services to the offshore industry. (G) 1 member represents entities providing subsea engineering, construction, or remotely operated vehicle support. (H) 2 members represent people who work in offshore operations; at least 1 of them must have recent hands-on experience on a vessel or offshore unit. (I) 1 member represents national environmental groups or entities that give environmental protection, compliance, or response services to the offshore industry. (J) 1 member represents entities doing offshore oil exploration and production on the Outer Continental Shelf near Alaska. (K) 1 member represents the general public, but not a specific environmental group.
