The Secretary may use reliable reports, documents, records, and other reliable methods as evidence that a person complied with this subtitle.
To show compliance with this subtitle, the Secretary may rely on reports, documents, and records from people whom the Secretary has found reliable, and on other methods the Secretary has found reliable.
The Secretary may rely, as evidence of compliance with this subtitle, on—
reports, documents, and records of other persons who have been determined by the Secretary to be reliable; and
other methods the Secretary has determined to be reliable.
