This chapter's rate rules for controlled carriers don't apply in two situations. One is a foreign carrier whose ships get treaty-based national or most-favored-nation treatment. The other is a trade route served only by controlled carriers.
This chapter's rules don't apply to: (1) a controlled carrier* from a foreign country whose ships get national or most-favored-nation treatment under a U.S. treaty; or (2) a trade route served only by controlled carriers.
This chapter does not apply to—
a controlled carrier* of a foreign country whose vessels are entitled by a treaty of the United States to receive national or most-favored-nation treatment; or
a trade served only by controlled carriers.
