46 U.S.C. § 46107 — Expenditures

The Federal Maritime Commission can spend the money Congress gives it to do its job. But it can't use that money to give awards or honors that don't relate to its purpose.
(a) In General. The Federal Maritime Commission may spend whatever money is necessary to carry out its work, using funds Congress has appropriated or otherwise made available to it. Those appropriations are authorized.
(b) Prohibition. Even so, the Commission may not spend any of that money giving a non-federal organization funds to hand out an award, prize, commendation, or other honor, unless that honor relates to the purposes set out in section 40101.
The Federal Maritime Commission may make such expenditures as are necessary in the performance of its functions from funds appropriated or otherwise made available to it, which appropriations are authorized.
Notwithstanding subsection (a), the Federal Maritime Commission may not expend any funds appropriated or otherwise made available to it to a non-Federal entity to issue an award, prize, commendation, or other honor that is not related to the purposes set forth in section 40101.
