46 U.S.C. § 50111 — Submission of annual MARAD authorization request

The Secretary of Transportation must send Congress the Maritime Administration’s authorization request within 30 days after the President submits the fiscal-year budget. The request is a legislative proposal for Maritime Administration funding and other matters the Secretary considers appropriate.
(a) Within 30 days after the President submits a fiscal-year budget to Congress under section 1105 of title 31, the Secretary of Transportation must send the Maritime Administration authorization request for that year to the specified House and Senate committees.
(b) “Maritime Administration authorization request” means proposed legislation for a fiscal year that—(1) recommends appropriations for the Maritime Administration, including matters described in subsection 1109(j) of title 49 or authorized in subtitle V of this title; and (2) addresses any other Maritime Administration matter the Secretary considers appropriate.
Not later than 30 days after the date on which the President submits to Congress a budget for a fiscal year pursuant to section 1105 of title 31, the Secretary of Transportation shall submit to the Committee on Armed Services and the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate the Maritime Administration authorization request for that fiscal year.
In this section, the term “Maritime Administration authorization request” means a proposal for legislation that, for a fiscal year—
recommends authorizations of appropriations for the Maritime Administration for that fiscal year, including with respect to matters described in subsection 1 109(j) of title 49 or authorized in subtitle V of this title; and
addresses any other matter with respect to the Maritime Administration that the Secretary determines is appropriate.
