46 U.S.C. § 51505 — Annual payments for maintenance and support

The Secretary of Transportation may sign up to 4-year agreements to pay academies for upkeep. One state academy per qualifying state, and each qualifying regional academy, is eligible. Payments must at least match what the sponsoring state gives, generally capped at $25,000.
(a) Payment Agreements. The Secretary of Transportation may sign agreements, lasting up to 4 years, to make annual maintenance and support payments to: (1) one state maritime academy* per state* that meets section 51506(a), and (2) each regional maritime academy* that meets section 51506(a).
(b) Payments. Subject to paragraph (2), the yearly payment to an academy must be at least as much as the academy's home state (or, for a regional academy, all sponsoring states combined) gives it for maintenance and support. That payment cannot exceed $25,000, unless the academy also meets section 51506(b).
The Secretary of Transportation may make an agreement (effective for not more than 4 years) with the following academies to provide annual payments to those academies for their maintenance and support:
One State maritime academy* in each State* that satisfies section 51506(a) of this title.
Each regional maritime academy* that satisfies section 51506(a) of this title.
Subject to paragraph (2), an annual payment to an academy under subsection (a) shall be at least equal to the amount given to the academy for its maintenance and support by the State in which it is located, or, for a regional maritime academy, by all States cooperating to sponsor the academy.
The amount under paragraph (1) may not be more than $25,000, unless the academy satisfies section 51506(b) of this title.
