The Secretary of Transportation may offer extra maritime training beyond regular programs. This training is open to merchant marine workers and people preparing for that career. The Secretary may buy needed equipment and contract for services to run the training.
(a) General Authority. The Secretary of Transportation may provide extra maritime training to supplement other training, available to current merchant marine personnel and people preparing for a merchant marine career.
(b) Equipment, Supplies, and Contracts. The Secretary may (1) prepare or buy the equipment or supplies needed for this training, and (2) without following section 6101(b) through (d) of title 41, contract for services needed to prepare that equipment and supplies and to supervise and run the training.
The Secretary of Transportation may provide additional training on maritime subjects to supplement other training opportunities and make the training available to the personnel of the merchant marine of the United States and individuals preparing for a career in the merchant marine of the United States.
The Secretary may—
prepare or buy equipment or supplies required for the additional training; and
without regard to section 6101(b) to (d) of title 41, make contracts for services the Secretary considers necessary to prepare the equipment and supplies and to supervise and administer the additional training.
