46 U.S.C. § 53408 — Regulatory relief

(a) Operation in Foreign Commerce^*. A participant may operate its vessel^* in the foreign commerce of the United States without restriction.

(b) Other Restrictions. Section 55305(a)'s rules about building, rebuilding, or documenting a vessel in a foreign country don't apply to a vessel for any day its operator is receiving payments for it under an operating agreement.

(c) Telecommunications Equipment. Telecommunications and other electronic equipment on an existing vessel that gets redocumented under U.S. law for this program counts as meeting all Federal Communications Commission equipment approval requirements, if: (1) the equipment follows all international agreements and guidelines that applied in the country where the vessel was documented right before switching to U.S. documentation; (2) that country hasn't been named by the Secretary^* as failing to properly enforce international rules for that vessel; and (3) when the equipment reaches the end of its useful life, it must be replaced with equipment that does meet FCC standards.
