This law lets the government use private American shipping companies to move government employees' cars. It applies whenever the government is already allowed to pay for that move. No other law can block this.
This section is about shipping cars that belong to United States Government workers.
Sometimes the government pays to ship an employee's car — for example, when the employee is transferred for work, and some other law already allows the government to pay for that shipping.
When that is true, this section says the shipping can be done using privately-owned American shipping services.
The phrase "notwithstanding any other law" means this rule overrides any conflicting law. No other law can stop the government from choosing a private American shipper for this job.
This section does not create a new right to have a car shipped at government expense. It only kicks in when some other law already authorizes that expense. It simply confirms that, when the shipping happens, private American shipping companies may do it.
Notwithstanding any other law, privately-owned American shipping services may be used to transport motor vehicles owned by personnel of the United States Government whenever transportation of those vehicles at Government expense is otherwise authorized by law.
