This short law simply states that the rules in this subchapter do not change or override chapter 5 of title 5, which covers general federal agency procedures.
This section makes one narrow point: nothing in this subchapter changes chapter 5 of title 5 of the U.S. Code. Chapter 5 of title 5 covers general rules for how federal agencies operate, including things like rulemaking procedures. This section confirms that those general agency*-procedure rules still apply in full, on top of whatever this subchapter says.
This subchapter does not affect chapter 5 of title 5.
