46 U.S.C. § 55604 — Research on marine highway transportation

This law lets the Secretary of Transportation, working with the EPA, study marine highway transportation. Topics can include its economic effects, benefits for rural areas, environmental gains compared to other transport, and new technology that could cut costs and pollution or fix problems facing marine highway projects.
The Secretary of Transportation, working with the head of the Environmental Protection Agency*, may study marine highway transportation*, looking at:
(1) how marine highway transportation affects the U.S. economy;
(2) how it affects rural areas, including by giving them more transportation choices;
(3) the environmental and transportation benefits it offers compared to other kinds of transportation;
(4) new technology, vessel* designs, and other improvements that could cut pollution, improve fuel economy, lower costs, and make it easier to switch cargo between different kinds of transportation; and
(5) solutions to problems that get in the way of marine highway projects that have been officially designated under section 55601.
The Secretary of Transportation, in consultation with the Administrator of the Environmental Protection Agency*, may conduct research on marine highway transportation*, regarding—
the economic effects of marine highway transportation on the United States economy;
the effects of marine highway transportation, including with respect to the provision of additional transportation options, on rural areas;
the environmental and transportation benefits to be derived from marine highway transportation alternatives for other forms of transportation;
technology, vessel* design, and other improvements that would reduce emissions, increase fuel economy, and lower costs of marine highway transportation and increase the efficiency of intermodal transfers; and
solutions to impediments to marine highway transportation projects designated under section 55601.
