During a declared national emergency, or a period the President says calls for it for national defense reasons, this law lets the Secretary of Transportation requisition or buy — or requisition the use of — vessels owned by U.S. citizens, documented vessels, and vessels still under construction in the United States.
This section applies during a national emergency declared by the President, or during any period the President has declared advisable for national defense reasons. In those times, the Secretary of Transportation may requisition (take over) or purchase — or requisition just the use of — a vessel* owned by U.S. citizens, a vessel documented under U.S. law, or a vessel still being built in the United States.
During a national emergency declared by Presidential proclamation, or a period for which the President has proclaimed that the security of the national defense makes it advisable, the Secretary of Transportation may requisition or purchase, or requisition or charter the use of, a vessel* owned by citizens of the United States, a documented vessel*, or a vessel under construction in the United States.
