During any period when vessels can be requisitioned under this chapter, this law lets the President, acting through the Secretary of Transportation, buy or charter foreign-owned merchant vessels through voluntary agreements — meaning the owner agrees to the deal, rather than having the vessel forcibly taken.
While vessels may be requisitioned under this chapter, the President — acting through the Secretary of Transportation — has the power to acquire the ownership or use of a foreign-owned merchant vessel* through a voluntary agreement of purchase or charter, meaning the deal is made by mutual consent rather than by force.
During any period in which vessels may be requisitioned under this chapter as amended,1 the President is authorized through the Secretary of Transportation to acquire by voluntary agreement of purchase or charter the ownership or use of any merchant vessel* not owned by citizens of the United States.
