Some states require an inspection certificate for goods carried on a vessel. If so, the vessel can't be cleared until that certificate is shown.
This section applies when state* law requires a certificate of inspection for goods being carried on a vessel*. In that situation, the vessel is not allowed to leave — it cannot get clearance — until someone produces that inspection certificate. In other words, federal clearance depends on the vessel first satisfying the state's own inspection certificate requirement.
When State* law requires a certificate of inspection for goods carried on a vessel*, a vessel transporting the goods may not be cleared until the certificate is produced.
