46 U.S.C. § 70041 — Regattas and marine parades

(a) The Commandant may issue regulations promoting life safety during regattas and marine parades on navigable waters. (b) To enforce them, the Commandant may detail Coast Guard public vessels and use private vessels freely offered for that purpose. At the Commandant’s request, another Federal agency^* head may enforce them with that agency’s public vessels and freely offered private vessels. (c) The President may transfer the Commandant’s authority for a special occasion to another Federal agency head if desirable. (d)(1) A violating licensed officer may have the license suspended or revoked for incompetence or misconduct. A person navigating a vessel^* who is not a licensed officer owes $5,000. An onboard owner, including an onboard corporate officer of a corporate owner, owes $5,000 unless the violation occurred without the owner’s knowledge. Any other person owes $2,500. (2) The Commandant may reduce or forgive a penalty as navigation-law penalty rules provide.
