This section authorizes the President to make an international agreement about dangerous wrecks and other navigation hazards in the North Atlantic.
The President may make an agreement with interested governments involved in North Atlantic navigation for reporting, marking, and removing dangerous wrecks, derelicts, and other threats to navigation outside the coastal waters of North Atlantic countries.
The President may make an international agreement with other governments interested in the navigation of the North Atlantic Ocean, providing for the reporting, marking, and removal of dangerous wrecks, derelicts, and other menaces to navigation outside the coast waters of the countries bordering the North Atlantic Ocean.
