46 U.S.C. § 80303 — Speed of vessel in ice region

This law requires U.S. ship captains to slow down or change course near reported ice. It applies when ice is on or near the ship's path. A captain who breaks this rule owes the government a civil penalty up to $500.
(a) Requirement. If ice is reported on or near where a U.S. vessel* is heading, the ship's master must either slow the vessel to a moderate speed or change course to stay well clear of the danger.
(b) Civil Penalty. A master who violates this rule owes the United States Government a civil penalty of up to $500.
The master of a vessel of the United States*, when ice is reported on or near the vessel’s course, shall proceed at a moderate speed or change the course of the vessel* to go well clear of the danger zone.
A master violating this section is liable to the United States Government for a civil penalty of not more than $500.
