This law makes it a crime to damage a submarine telegraph cable through culpable negligence, interrupting communication. A guilty person can be imprisoned up to three months, fined up to $500, or both.
This law punishes damaging a submarine cable through carelessness. If someone breaks or injures a cable because of "culpable negligence" — negligence serious enough to deserve blame — and that damage interrupts or embarrasses, in whole or in part, telegraphic communication, that person is guilty of a misdemeanor. On conviction, a court may sentence the person to imprisonment for a term not exceeding three months, or a fine not exceeding $500, or both. The court decides the punishment, at its discretion.
Any person who by culpable negligence shall break or injure a submarine cable in such manner as to interrupt or embarrass, in whole or in part, telegraphic communication, shall be guilty of a misdemeanor, and, on conviction thereof, shall be liable to imprisonment for a term not exceeding three months, or to a fine not exceeding $500, or to both fine and imprisonment, at the discretion of the court.
