Congress may appropriate amounts needed to carry out the Guam fire-control, watershed-protection, and reforestation program. Those funds may be assigned to Department agencies involved in administering it.
Congress may appropriate amounts needed to carry out section 1421o. Money appropriated under sections 1421o and 1421p may be allocated to Department agencies involved in administering the Guam program.
There are hereby authorized to be appropriated such sums as may be necessary to carry out the purposes of section 1421o of this title. Sums appropriated in pursuance of sections 1421o and 1421p of this title may be allocated to such agencies of the Department as are concerned with the administration of the program in Guam.
