This chapter does not limit Congress’s constitutional power over territories. It also does not authorize subpoenas against territorial-court judicial officers or employees, change the Northern Mariana Islands covenant, or change the listed American Samoa treaties.
Nothing in this chapter is intended or may be interpreted to—(1) limit Congress's authority to legislate for territories under Article IV, section 3 of the Constitution; (2) authorize section 2124(f) subpoenas against judicial officers or employees of territorial courts; (3) alter, amend, or cancel any provision of the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union With the United States of America; or (4) alter, amend, or cancel the treaties of cession concerning certain islands of American Samoa.
Nothing in this chapter is intended, or may be construed—
to limit the authority of Congress to exercise legislative authority over the territories pursuant to Article IV, section 3 of the Constitution of the United States;
to authorize the application of section 2124(f) of this title (relating to issuance of subpoenas) to judicial officers or employees of territory* courts;
to alter, amend, or abrogate any provision of the Covenant To Establish a Commonwealth of the Northern Mariana Islands in Political Union With the United States of America (48 U.S.C. 1801 et seq.); or
to alter, amend, or abrogate the treaties of cession regarding certain islands of American Samoa (48 U.S.C. 1661).
