48 U.S.C. § 2212 — Position of Revitalization Coordinator

(a) Establishment. The position of Revitalization Coordinator is established under the Oversight Board^*.

(b) Appointment.
(1) In general. The Governor^* must appoint the Revitalization Coordinator as follows:
(A) Before the Governor appoints the Revitalization Coordinator, and within 60 days after the full membership of the Oversight Board is appointed, the Oversight Board must submit at least three nominees to the Governor.
(B) In consultation with the Oversight Board, the Governor must appoint one nominee as the Revitalization Coordinator no later than 10 days after receiving the nominations under subparagraph (A). The appointment takes effect immediately.
(C) If the Governor does not select a Revitalization Coordinator, the Oversight Board must appoint one by majority vote from the nominees provided under paragraph (A).
(2) Qualifications. When selecting nominees under paragraph (1)(A), the Oversight Board may nominate only people who—
(A) have substantial knowledge and expertise in planning, predevelopment, financing, development, operations, engineering, or market participation involving infrastructure projects. Stronger consideration may be given to candidates with experience in Energy Projects^* and in Puerto Rico^* laws and regulations that may be subject to an Expedited Permitting Process^*;
(B) do not currently provide goods or services to the government of Puerto Rico^* and, as applicable, are not the spouse, parent, child, or sibling of a person who provides or provided goods and services to that government during the preceding 3 calendar years; and
(C) are not an officer or employee of the government of Puerto Rico and were not an officer or employee of that government during the preceding 3 calendar years.
(3) Compensation. The Oversight Board must set the Revitalization Coordinator’s annual compensation at a rate that, in the Oversight Board’s judgment, is enough to obtain a person with the skills and experience needed to perform the position’s duties. The compensation may not exceed the Executive Director’s annual salary.

(c) Assignment of personnel. The Executive Director^* of the Oversight Board may assign Oversight Board personnel to help the Revitalization Coordinator.

(d) Removal.
(1) In general. The Revitalization Coordinator may be removed for any reason, at the Oversight Board’s discretion.
(2) Termination of position. When the Oversight Board terminates under section 2149 of this title, the position of Revitalization Coordinator terminates.
