Congress expresses that a lasting solution to Puerto Rico’s fiscal and economic crisis should include permanent, growth-supporting fiscal reforms, including free movement of capital between United States possessions and the rest of the United States.
Congress expresses that a lasting solution to Puerto Rico’s fiscal and economic crisis should include permanent fiscal reforms that support growth. Among other elements, those reforms should allow capital to flow freely between United States possessions and the rest of the United States.
It is the sense of the Congress that any durable solution for Puerto Rico’s fiscal and economic crisis should include permanent, pro-growth fiscal reforms that feature, among other elements, a free flow of capital between possessions of the United States and the rest of the United States.
