49 U.S.C. § 15101 — Transportation policy

(a) In general: To build, coordinate, and protect a transportation system that meets the country's needs — including national defense — it is U.S. government policy to oversee transportation modes. In doing that oversight, the government will: (1) recognize and protect the natural advantage each mode of transportation has; (2) promote transportation that is safe, adequate, economical, and efficient; (3) encourage healthy economic conditions in transportation, including among carriers; (4) encourage reasonable rates without unfair discrimination or destructive competition; (5) work with each state and its officials on transportation matters; and (6) encourage fair wages and working conditions in the transportation industry. (b) Administration to carry out policy: This part of the law must be enforced and run in a way that carries out the policy described above.
