49 U.S.C. § 20155 — Tank cars

The Federal Railroad Administration must validate a model predicting accident forces on tank cars. It must also start writing design standards for pressurized tank cars. It must study how well steel in pre-1989 tank car shells resists impacts. Then it must report its findings and safety recommendations to Congress.
(a) Standards. The Federal Railroad Administration must (1) validate, within 1 year after this section became law, a predictive model that measures the physical forces acting on railroad tank cars during accidents; and (2) start a rulemaking, within 18 months after this section became law, to create design standards for pressurized tank cars.
(b) Older Tank Car Impact Resistance Analysis and Report. Within 1 year after this section became law, the Federal Railroad Administration must thoroughly analyze how well the steel in the shells of pressurized tank cars built before 1989 resists impacts. Within 6 months after finishing that analysis, the Administration must send a report — including recommendations for lowering the risk that these older cars catastrophically crack or break apart — to the Senate Commerce, Science, and Transportation Committee and the House Transportation and Infrastructure Committee.
The Federal Railroad Administration shall—
validate a predictive model to quantify the relevant dynamic forces acting on railroad tank cars under accident conditions within 1 year after the date of enactment of this section; and
initiate a rulemaking to develop and implement appropriate design standards for pressurized tank cars within 18 months after the date of enactment of this section.
Within 1 year after the date of enactment of this section the Federal Railroad Administration shall conduct a comprehensive analysis to determine the impact resistance of the steels in the shells of pressure tank cars constructed before 1989. Within 6 months after completing that analysis the Administration shall transmit a report, including recommendations for reducing any risk of catastrophic fracture and separation of such cars, to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives.
