49 U.S.C. § 22405 — Substantive criteria and standards

The Secretary must publish the standards used to judge loan and guarantee applications under section 22402. These standards go in the Federal Register and on a Department of Transportation website. The Secretary must also let applicants file complete applications within 30 days of that publication.
The Secretary* must do two things. First, publish, both in the Federal Register and on a Department of Transportation website, the actual standards and criteria used to decide whether to approve or turn down applications submitted under section 22402. Second, make sure there are proper procedures and guidelines so applicants can file complete applications no later than 30 days after that publication comes out.
The Secretary* shall—
publish in the Federal Register and post on a website of the Department of Transportation the substantive criteria and standards used by the Secretary to determine whether to approve or disapprove applications submitted under section 22402; and
ensure that adequate procedures and guidelines are in place to permit the filing of complete applications not later than 30 days after the publication referred to in paragraph (1).
