Amtrak may run international rail service to Canada and Mexico. Homeland Security must keep border inspections fast and convenient for these passengers.
Amtrak may develop and run international intercity rail passenger service between the United States and Canada, and between the United States and Mexico. Working with Amtrak, and while still properly enforcing immigration and customs laws, the Secretary of Homeland Security must maintain en route customs and immigration procedures for this service that: (1) are convenient for passengers; and (2) get international passengers through as quickly as possible.
Amtrak may develop and operate international intercity rail passenger transportation between the United States and Canada and between the United States and Mexico. The Secretary of Homeland Security, in cooperation with Amtrak, shall maintain, consistent with the effective enforcement of the immigration and customs laws, en route customs inspection and immigration procedures for international intercity rail passenger transportation that will—
be convenient for passengers; and
result in the quickest possible international intercity rail passenger transportation.
