This section defines eight terms used throughout this chapter about driver licenses and records. These include "alcohol," "controlled substance," "motor vehicle," "State," and terms describing which officials and states handle driver information requests.

This section defines eight terms used in this chapter. (1) "Alcohol" means whatever the Secretary of Transportation's regulations say it means. (2) A "chief driver licensing official" is the state official who is allowed to (A) keep records of a driver's license issued by that state, and (B) issue, deny, revoke, suspend, or cancel a driver's license issued by that state. (3) "Controlled substance" has the same meaning it has in section 102 of the Comprehensive Drug Abuse Prevention and Control Act of 1970, found at 21 U.S.C. 802. (4) A "motor vehicle" is a vehicle, machine, tractor, trailer, or semitrailer that is pushed or pulled by a motor and used on public streets, roads, or highways. It does not include a vehicle that only runs on rail tracks. (5) A "motor vehicle operator's license" is a license a state issues that lets someone drive a motor vehicle on public streets, roads, or highways. (6) A "participating State" is a state that has told the Secretary, under section 30303, that it is taking part in the National Driver Register. (7) "State" means any state of the United States, plus the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and any other U.S. territory or possession. (8) A "State of record" is a state that has sent the Secretary a report under section 30304 about a person who is the subject of an information request made under section 30305.
