49 U.S.C. § 31308 — Commercial driver’s license

After consulting with the states, the Secretary of Transportation must set minimum uniform standards for how states issue commercial driver's licenses and learner's permits, and what information those licenses and permits must contain. At minimum, the standards must require that: someone getting a commercial driver's license has passed the written and driving tests that meet the section 31305(a) standards, and has shown proof of completing driver training that meets the section 31305(c) standards; someone getting a learner's permit first passes a written test, meeting the section 31305(a) standards, covering the vehicle they'll drive under the permit; the license or permit is as tamperproof as practically possible, and, if issued after January 1, 2001, carries unique identifiers — which can include biometric ones — to cut down on fraud and duplicates; and the license or permit shows the holder's name, address, and physical description; their Social Security number or another identifying number the Secretary approves; the class of commercial vehicle they're allowed to drive; the state that issued it; and the dates it's valid.
