49 U.S.C. § 32101 — Definitions

Except in chapter 329 and as section 33101 provides: (1) “Bumper standard” means a minimum performance standard that substantially reduces front- or rear-end damage to a passenger motor vehicle from a low-speed collision, including a fixed barrier, or from towing, or reduces repair cost. (2) “Insurer” means a person issuing or reinsuring part of a passenger-motor-vehicle insurance policy. (3) “Interstate commerce” means commerce between a place in one State and a place in another State, or another place in the same State reached through another State. (4) “Make” means the manufacturer’s trade name. (5) “Manufacturer” means a person making or assembling passenger motor vehicles or equipment, or importing motor vehicles or equipment for resale. (6) “Model” means a passenger-vehicle category based on a make’s size, style, and type. (7) “Motor vehicle” means a mechanically powered or drawn vehicle made mainly for public streets, roads, and highways, but not one operated only on a rail line. (8) “Motor vehicle accident” means an accident from maintaining or operating a passenger motor vehicle or its equipment. (9) “Multipurpose passenger vehicle” means one built on a truck chassis or with special features for occasional off-road use. (10) “Passenger motor vehicle” means a powered motor vehicle designed for no more than 12 people, excluding a motorcycle and a truck not mainly designed to carry its operator or passengers. (11) “Passenger motor vehicle equipment” means original systems, parts, or components; similar replacement, improvement, accessory, or addition parts; and devices made or sold for towing such a vehicle. (12) “State” means a United States State, the District of Columbia, Puerto Rico, Northern Mariana Islands, Guam, American Samoa, or Virgin Islands. (13) “United States district court” means a United States district court and the specified territorial district courts for Guam, the Virgin Islands, American Samoa, and the Northern Mariana Islands.
