49 U.S.C. § 32711 — Relationship to State law

This chapter mostly leaves state odometer-tampering laws in place. States can still enforce their own fraud-intent tampering laws and require people to follow them. The only exception is where a state law actually conflicts with this chapter.
Except where a state law conflicts with this chapter, this chapter does not (1) affect a state law that bans disconnecting, altering, or tampering with an odometer with intent to defraud, or (2) excuse anyone from having to follow that state law.
Except to the extent that State law is inconsistent with this chapter, this chapter does not—
affect a State law on disconnecting, altering, or tampering with an odometer with intent to defraud; or
exempt a person from complying with that law.
