Congress allows states to make agreements with each other to build or run an airport. These agreements just can't conflict with federal law.
Congress agrees in advance that a state can make a deal with another state to build or run an airport together, as long as that deal doesn't conflict with any federal law.
Congress consents to a State making an agreement, not in conflict with a law of the United States, with another State to develop or operate an airport facility.
