The FAA Administrator may inspect an air navigation facility that civil aircraft use. The Administrator may then classify and rate it based on how suitable it is for that use.
The Administrator may inspect, classify, and rate any air navigation facility that is available for civil aircraft to use, based on how suitable that facility is for that use.
The Administrator of the Federal Aviation Administration may inspect, classify, and rate an air navigation facility available for the use of civil aircraft on the suitability of the facility for that use.
