The Transportation Secretary must set standards for installing navigational aids, including control towers. The standards must consider traffic, terrain, weather, passengers, and operating efficiency.
The Secretary of Transportation must issue regulations setting standards for installing navigational aids, including airport control towers. For each facility type, the standards must consider at least traffic density (the number of aircraft operations without considering aircraft size), terrain and other navigation obstacles, weather, passengers served, and possible operating efficiencies.
The Secretary of Transportation shall prescribe regulations on standards for installing navigational aids, including airport control towers. For each type of facility, the regulations shall consider at a minimum traffic density (number of aircraft operations without consideration of aircraft size), terrain and other obstacles to navigation, weather characteristics, passengers served, and potential aircraft operating efficiencies.
