The Attorney General may bring civil actions to enforce the sections, rules, regulations, orders, and certificate or permit terms listed in this section. The Secretary of Transportation or the specified Administrators may request some of those actions, and the officials may participate in them.
(a) Civil Actions To Enforce Section 40106(b). The Attorney General may sue a person in a U.S. district court to enforce section 40106(b). The suit can be filed in the district where the person does business or where the violation happened.
(b) Civil Actions To Enforce This Part. (1) If the Secretary of Transportation asks — or, in security matters, the Administrator of the Transportation Security Administration, or in aviation safety matters, the Administrator of the Federal Aviation Administration — the Attorney General may sue in an appropriate court to (A) enforce this part, or a rule, order, or certificate or permit term issued under it, and (B) prosecute a person who violates any of those. (2) The costs and expenses of such a suit are paid from the money appropriated for the expenses of the U.S. courts.
(c) Participation of Secretary, Administrator of the Transportation Security Administration, or Administrator of the Federal Aviation Administration. If the Attorney General asks, the Secretary, the TSA Administrator, or the FAA Administrator — whichever fits — may take part in the lawsuit.
The Attorney General may bring a civil action in a district court of the United States against a person to enforce section 40106(b) of this title. The action may be brought in the judicial district in which the person does business or the violation occurred.

to enforce this part or a requirement or regulation prescribed, or an order or any term of a certificate or permit issued, under this part; and
to prosecute a person violating this part or a requirement or regulation prescribed, or an order or any term of a certificate or permit issued, under this part.
The costs and expenses of a civil action shall be paid out of the appropriations for the expenses of the courts of the United States.
On request of the Attorney General, the Secretary, Administrator of the Transportation Security Administration, or Administrator of the Federal Aviation Administration, as appropriate, may participate in a civil action under this part.
