49 U.S.C. § 80504 — Medals of honor

This law lets the President award a bronze medal for extreme bravery. It applies to people who risk their lives in rail or motor vehicle accidents. Recipients also get a ribbon, and a knot or rosette to wear instead.
(a) Medals. The President can prepare and give a bronze medal of honor, with symbolic designs, to someone who, through extreme daring, risks their own life to try to prevent a serious accident — or to save someone else's life during one. This applies to accidents in the U.S. involving a rail carrier moving goods or people across state lines, or a motor vehicle on public streets, roads, or highways. The President can only give the medal after enough evidence is filed, following rules the President sets, showing the person deserves it.
(b) Ribbons, Knots, and Rosettes. Along with the medal, the President can give the recipient a ribbon to wear with it, and a knot or rosette to wear instead of the medal. The President decides the design of the ribbon, knot, and rosette. If a recipient's ribbon is lost, destroyed, or made unusable, and it wasn't the recipient's fault, the President must issue a free replacement.
(c) Availability of Appropriations. Money appropriated to the Secretary of Transportation can be used to carry out this section.
The President may prepare and give a bronze medal of honor with emblematic devices to an individual who by extreme daring endangers that individual’s life in trying to prevent, or save the life of another in, a grave accident in the United States involving a rail carrier providing transportation in interstate commerce or involving a motor vehicle on the public streets, roads, or highways. The President may give a medal only when sufficient evidence that the individual deserves the medal has been filed under regulations prescribed by the President.
The President may give an individual who receives a medal a ribbon to be worn with the medal and a knot or rosette to be worn in place of the medal. The President shall prescribe the design for the ribbon, knot, and rosette. If the ribbon is lost, destroyed, or made unfit for use and the individual receiving the medal is not negligent, the President shall issue a new ribbon without charge to the individual.
Appropriations made to the Secretary of Transportation are available to carry out this section.
