When the Director issues rules on financial disclosure, conflicts of interest, and ethics in the executive branch, those rules must follow chapter 5's rulemaking process. Anyone can ask a court to review one of these rules.
When writing rules and regulations about financial disclosure, conflict of interest, and ethics in the executive branch, the Director must follow the rulemaking process set out in chapter 5 of this title. Any person may seek judicial review of any such rule or regulation.
In promulgating rules and regulations pertaining to financial disclosure, conflict of interest, and ethics in the executive branch, the Director shall issue rules and regulations in accordance with chapter 5 of this title. Any person may seek judicial review of any such rule or regulation.
