Before issuing a regulation under this chapter, the proposed regulation must be published and comments allowed. The first regulations were due within 180 days after enactment.
Before issuing a regulation under this chapter, the proposed regulation must be published in the Federal Register. Interested people must have an opportunity to submit written comments and, when practical, oral comments. The first regulations must be issued no later than 180 days after this chapter was enacted.
Before any regulation is prescribed under this chapter, a copy of the proposed regulation shall be published in the Federal Register and an opportunity provided to interested parties to present written comment and, where practicable, oral comment. Initial regulations shall be prescribed not later than 180 days after the date of the enactment of this chapter.
