This law gives the Corporation's Inspector General special power over hiring and staffing. The Corporation's Chief Executive Officer must share certain reports and audits with the Board of Directors. The CEO must also tell the Board about any problems the Inspector General reports.

(a) Personnel
Even though paragraphs (7) and (8) of section 406(a) of this title normally control this, here the Inspector General of the Corporation for National and Community Service alone has the power to:
(1) hire officers and employees and decide their pay, following section 195(b) of the National and Community Service Act of 1990 (42 U.S.C. 12651f(b)); and
(2) hire and pay outside experts and consultants on a temporary or occasional basis, following section 3109(b) of this title, whenever needed to carry out the Inspector General's functions, powers, and duties.

(b) Reports to Board of Directors
Whenever the Corporation's Chief Executive Officer sends a report to Congress under subsection (b) or (c) of section 405 of this title, the Chief Executive Officer must send that same report to the Corporation's Board of Directors by that same date.

(c) Review of Audit Reports by Board of Directors
Whenever the Chief Executive Officer sends the Board a report described in section 405(c) (as required by (b) above), the Chief Executive Officer must also send the Board any audit report described in the statement required by section 405(c)(4), by that same date. Every one of these audit reports goes on the agenda for the Board's next scheduled meeting after it is sent. The Chief Executive Officer must attend that meeting to give the Board any information about the audit reports.

(d) Report of Problem, Abuse, or Deficiency to Board of Directors
Whenever the Inspector General reports a problem, abuse, or deficiency to the Chief Executive Officer under section 405(e) of this title, the Chief Executive Officer must pass that same report on to the Board of Directors by that same date.
