This subchapter seeks cooperative study by agencies and outside experts, better public participation and efficiency in rulemaking, less unnecessary regulatory litigation, better use of science, and more effective regulatory laws.
The purposes of this subchapter are:
(1) to create suitable arrangements for federal agencies, helped by outside experts, to study shared problems together, exchange information, and make recommendations to the proper authorities, so private rights are fully protected and regulatory work and other federal duties are performed quickly in the public interest;
(2) promote more effective public participation and efficiency in rulemaking;
(3) reduce unnecessary litigation in the regulatory process;
(4) improve the use of science in the regulatory process; and
(5) improve the effectiveness of laws that apply to the regulatory process.
The purposes of this subchapter are—
to provide suitable arrangements through which Federal agencies, assisted by outside experts, may cooperatively study mutual problems, exchange information, and develop recommendations for action by proper authorities to the end that private rights may be fully protected and regulatory activities and other Federal responsibilities may be carried out expeditiously in the public interest;
to promote more effective public participation and efficiency in the rulemaking process;
to reduce unnecessary litigation in the regulatory process;
to improve the use of science in the regulatory process; and
to improve the effectiveness of laws applicable to the regulatory process.
