Money authorized by this Act may not pay for delivery systems designed specifically to spread lethal chemical or biological warfare agents, unless the President certifies to Congress that buying them is essential to United States safety and security.
Money authorized by this Act may not be used to buy delivery systems specifically designed to spread lethal chemical or biological warfare agents, or parts or components specifically designed for that purpose, unless the President certifies to Congress that the purchase is essential to the safety and security of the United States.
None of the funds authorized to be appropriated by this Act shall be used for the procurement of delivery systems specifically designed to disseminate lethal chemical or any biological warfare agents, or for the procurement of delivery system parts or components specifically designed for such purpose, unless the President shall certify to the Congress that such procurement is essential to the safety and security of the United States.
