50 U.S.C. § 1521a — Destruction of existing stockpile of lethal chemical agents and munitions

The Secretary of Defense must manage the chemical-agent and munition destruction program as a major defense acquisition program. Beginning with the fiscal-year 2004 budget request, the Comptroller must annually certify that the request follows the requirements of 50 U.S.C. § 1521.
(a) Program management. The Defense Secretary must ensure that the program destroying the United States stockpile of lethal chemical agents and munitions is managed as a major defense acquisition program, as defined in 10 U.S.C. § 4201, under the essential elements the Secretary determines for such programs. (b) Annual certification. Starting with the fiscal-year 2004 budget request, the Under Secretary of Defense (Comptroller) must annually certify to the congressional defense committees that the budget request for the destruction program was submitted as required by 50 U.S.C. § 1521.
The Secretary of Defense shall ensure that the program for destruction of the United States stockpile of lethal chemical agents and munitions is managed as a major defense acquisition program (as defined in section 4201 of title 10) in accordance with the essential elements of such programs as may be determined by the Secretary.
Beginning with respect to the budget request for fiscal year 2004, the Under Secretary of Defense (Comptroller) shall submit to the congressional defense committees on an annual basis a certification that the budget request for the chemical agents and munitions destruction program has been submitted in accordance with the requirements of section 1521 of this title.
