This Civil War-era law orders investigations into trade fraud. The Secretary of the Treasury must regularly investigate fraud and abuse in trade licensed between people in loyal states and people in states that had seceded. Investigators can compel witnesses to testify and put them under oath.
This section requires the Secretary of the Treasury to periodically start investigations. Their purpose is to detect and prevent fraud and abuse in any trade or transactions that may be licensed between people living in loyal states and people living in states that were in insurrection. Agents carrying out these investigations have the power to compel witnesses to appear, and to question them under oath.
It shall be the duty of the Secretary of the Treasury, from time to time, to institute such investigations as may be necessary to detect and prevent frauds and abuses in any trade or transactions which may be licensed between inhabitants of loyal States and of States in insurrection. And the agents making such investigations shall have power to compel the attendance of witnesses, and to make examinations on oath.
