The Secretary of Defense and the Director of National Intelligence must jointly regulate the Foreign Languages Program. Each covered intelligence-community element must regulate its own voluntary services and equipment installations.
(a) The Secretary of Defense and the Director of National Intelligence* must jointly issue regulations carrying out the Foreign Languages Program.
(b) The head of each covered intelligence-community element must issue regulations for sections 3202 and 3203 as they apply to that element. Those regulations must include procedures for accepting voluntary services under section 3203 and procedures and requirements for installing equipment under section 3203(f).
The Secretary of Defense and the Director of National Intelligence* shall jointly prescribe regulations to carry out the Foreign Languages Program.
The head of each covered element of the intelligence community* shall prescribe regulations to carry out sections 3202 and 3203 of this title with respect to that element including the following:
Procedures to be utilized for the acceptance of voluntary services under section 3203 of this title.
Procedures and requirements relating to the installation of equipment under section 3203(f) of this title.
