This section creates and governs the nine-member Board of Directors of the Fund. It limits Fund uses, sets terms and compensation, and provides for staff, support, donations, reports, and termination.
(a) Establishment. The Civil Liberties Public Education Fund* Board* of Directors is established to disburse Fund money as this section provides.
(b) Uses. The Board may disburse money only (1) for research and public education and to publish and distribute the Commission’s hearings, findings, and recommendations so the events surrounding evacuation, relocation, and internment of United States citizens and permanent resident aliens of Japanese ancestry are remembered and their causes and circumstances understood, and (2) for reasonable Board administrative expenses, including those under subsections (c)(3), (d), and (e).
(c) Membership. (1) The President appoints nine members, with Senate advice and consent, who are not United States Government officers or employees. (2) Terms are three years, except that of the first members five serve three years and four serve two years as the President designates. A vacancy appointee serves only the rest of the predecessor’s term. A member may continue until a successor takes office, and no person may serve more than two consecutive terms. (3) Members are unpaid but receive travel, subsistence, and necessary-expense reimbursement as intermittent Government employees do under section 5703 of title 5. (4) Five members make a quorum, although fewer may hold hearings. (5) Members elect the Chair.
(d) Director and staff. (1) The Board has a Director appointed by the Board. (2) It may appoint and set pay for needed additional staff. (3) The Director and staff may be appointed without the listed title 5 appointment and classification rules and paid outside the listed General Schedule rules, but no employee may receive more than the minimum basic-pay rate for GS-18.
(e) GSA’s Administrator must provide requested administrative support on a reimbursable basis.
(f) The Board may accept, use, and dispose of donated services or property for subsection (b) purposes.
(g) Within 12 months after its first meeting and every 12 months afterward, the Board must report its activities to the President and each House of Congress.
(h) Ninety days after the Fund ends, the Board ends and all its obligations under this section cease.

for reasonable administrative expenses of the Board, including expenses incurred under subsections (c)(3), (d), and (e).
The Board shall be composed of 9 members appointed by the President, by and with the advice and consent of the Senate, from individuals who are not officers or employees of the United States Government.

The Administrator of General Services shall provide to the Board on a reimbursable basis such administrative support services as the Board may request.
The Board may accept, use, and dispose of gifts or donations of services or property for purposes authorized under subsection (b).
Not later than 12 months after the first meeting of the Board and every 12 months thereafter, the Board shall transmit to the President and to each House of the Congress a report describing the activities of the Board.
