Contracts and payments under this subchapter require advance appropriations. Total benefits in a fiscal year cannot exceed that year’s appropriation, and new budget authority is authorized only for fiscal year 1989 and later.
Authority under this subchapter to enter contracts or make payments works in a fiscal year only to the extent and in the amounts provided in advance by appropriations Acts. Total benefits in a fiscal year cannot exceed that year’s appropriations. Any provision that directly or indirectly authorizes new budget authority applies only to fiscal year 1989 and later years.
No authority under this subchapter to enter into contracts or to make payments shall be effective in any fiscal year except to such extent and in such amounts as are provided in advance in appropriations Acts. In any fiscal year, total benefits conferred by this subchapter shall be limited to an amount not in excess of the appropriations for such fiscal year. Any provision of this subchapter which, directly or indirectly, authorizes the enactment of new budget authority shall be effective only for fiscal year 1989 and thereafter.
