Each state's yearly payment equals the total money Congress appropriated times that state's share of the national voting-age population. Every state gets a guaranteed minimum, and shortfalls are covered by cutting other states' shares proportionally.

(a) In general: Subject to subsection (c), a state's payment for a year equals (1) the total money appropriated for these payments that year under section 21007, multiplied by (2) the state's "allocation percentage" from subsection (b).

(b) State allocation percentage defined: This percentage is the state's voting-age population, from the most recent census, divided by the voting-age population of all states combined.

(c) Minimum amount of payment: A state's payment can never be less than: (1) one-half of 1 percent of the year's total appropriation, for any of the 50 states or the District of Columbia; or (2) one-tenth of 1 percent of that total, for Puerto Rico, Guam, American Samoa, or the U.S. Virgin Islands.

(d) Pro rata reductions: The Administrator must cut every state's calculated share proportionally, as needed, to make room for these guaranteed minimums.

(e) Continuing availability of funds after appropriation: Once a state gets its payment, the money stays available with no fiscal-year deadline.
